measures to minimize finish area congestion

We will double the length of the finish corral.  The finish line will be moved a half-block south and the entrance into the park will be moved a half-block north.

We will use disposable chips.  Doing so will greatly speed-up the process of getting through the finish corral.

15k finisher medal distribution will be improved.  We will make sure to order enough medals, and will also have more, and easily identifiable, volunteers to hand out 15k finisher medals in a restricted area.

The field limit will not be increased.  Until we can demonstrate that we have our act together in the finish area, we will not increase the field limit.
